Description of Problem:
ToolTips not working when ShowAlways is set to false

Steps to reproduce the problem:
1. Run tooltip test from winforms/tooltip
2. hover over the right label


Actual Results:
Nothing happens

Expected Results:
A ToolTip should be shown

How often does this happen?
