This is not a restriction by us.  This is a technical and legal restriction by
Microsoft.

1) The license for the Visual Studio SDK forbids us from creating an addin for
Express editions.
2) The Express editions are crippled so that they cannot load 3rd party addins.

There is no (legal) way around this.
