Patch that fixes the problem + NUnit test case

Further inspired by the fix to Bug 501666, this version of the patch includes
an NUnit test case (essentially a copy of that test with
s/positiveInteger/decimal/).  Wasn't sure if I should update the changelogs or
if that's just for committers, so I didn't touch them - but would be happy to
if that's what's desired.
