One thing I notice about this one is that it doesn't have a diff.  Do we wait
for the diff?  The diff in this case would be the entire content of the project
because it's a branch copy.  Do we handle those cases appropriately?

The builder is in screen on c5124 if you want to take a look, it's looping
without any work to do even though AFAICT it's all configured correctly.
