I can confirm this issue exists in Mono 2.4 (on both Windows and Linux). Here
is the wrapper code we use for HttpWebRequest:

The code appears to hang around RegisterWaitForSingleObject in OpenWrite().
Interestingly enough, TimeoutCallback is fired (with timedOut = false).
