I changed it to attempt to write to the ProgramData folder if it cannot write
to Program Files, which is:

C:\ProgramData\Mono Tools for Visual Studio

Can you not write there without Admin privileges either?

(Note it is a hidden directory, so you will have to turn on viewing of those in
explorer.)

The advantage of this location was the download will be findable by all users,
so each user won't have to download it.  But if you can't write there either, I
will change it to the user's data section.
