hi Brian , I find the similar problem: Horizontal splitter cannot be dragged up
as far as the place that the cursor can reach.

Steps to reproduce the problem:

1. Run the attached test case (splitter.py)
2. Use the mouse to drag the splitter as far up as possible
3. the height that the cursor can get : please see cursorMoveTO.png
4. the actual height the splitter can get :please see splitter.png
