On .NET Row borders (horizontal) can moved, allowing height of rows
to be changed, when RowHeadersVisible is set to false.


Reproducible: Always

Steps to Reproduce:
1. compile and run attached test code

Actual Results:  
Rows can't be resized.

Expected Results:  
Rows can be resized, but hovering on the horizontal border between cells and
dragging.
