Agreed, here are the situations we tested (all had this same bug):
* openSUSE 11.1 LiveCD installing to the Mono 2.4.2p2 VMware image's disk
* Mono 2.4.2p2 LiveCD installing to the Mono 2.4.2p2 VMware image's disk
* Mono 2.4.2p2 LiveCD installing to the Mono 2.4.0 VMware image's disk
* Mono 2.4.0 LiveCD installing to the Mono 2.4.0 VMware image's disk

However, removing the VMware disk and creating a brand new VMware disk, allowed
us to install to it without the error message.

This is definitely an upstream bug in 11.1.
