If setting property HorizontalScrollbar=true for ListBoxes, the Scrollbar is
always visible but should only be if needed.

Reproducible: Always

Steps to Reproduce:
1.compile and run attached test.cs
Actual Results:  
Scrollbar is visible

Expected Results:  
Scrollbar should not be visible
