Test case

User-Agent:       Mozilla/5.0 (Windows; U; Windows NT 5.1; fr; rv:1.9.1)
Gecko/20090612 Firefox/3.5 (.NET CLR 3.5.30729)

I've noticed repaint issues with scrollbars on Windows, and I managed to find
an easily reproducible one.

The test case is just composer of a Form with a VScrollBar to to its right. I
made the Form background black to make the issue more obvious. Following the
steps below, you'll see a flickering black square continuously move from bottom
to top, on the scrollbar.

Reproducible: Always

Steps to Reproduce:
1. Load the test case
2. Click the scrollbar on the right
3. Keep the control key pressed
Actual Results:  
The scrollbar will flicker, getting partially transparent, showing the black
Form underneath

Expected Results:  
Nothing happens
