ToolTip.SetToolTip does not work for controls in an MDI child form.

Reproducible: Always

Steps to Reproduce:
1.compile and run attached test.cs
2.hoover over button
3.
Actual Results:  
No Tooltip shows up

Expected Results:  
Tooltip "Tip" should show
