When inserting a ToolWindow Form as child of another control, and this window
doesn't have text property and ControlBox property set, the titlebar should
vanish (like if used as normal window).
Reproducible: Always
Steps to Reproduce:
1.compile and run attached test.cs

Actual Results:
Embedded ToolWindow has tilebar
Expected Results:
ToolWindow should not have titlebar, like normally.
Happens on OpenSUSE 11.1 too.
