I added 2 tests for this bug on r135818. One of the tests was already fixed (I
believe, thanks to fixing the bug that I duped). The one lacking is not really
too important (it's the type of the innerexception), but in the past, it was
useful for me to determine if the failure was because of a name resolution
error or indeed a connection failure.
