Sorry for reopening the bug again, I thank you that you are fixing bugs this
fast.

Stack trace should be hidden for 403 when custom errors are disabled just like
it already is for 404. I would recommend this because these two error codes are
in fact intended for client usage while the others indicate server errors.

I also found that MS.NET is not showing (this affect all the error pages not
just 403 and 404) the <hr> and version information unless custom errors are off
(or remote-only and viewed locally) that makes the error page look more
compact. I also believe that we should do the same.
