As a workaround, once can do
$ cd /usr/src/mono/mcs/docs
$ touch cs-errors.tree ecma334.tree ecma334.zip Mono.tree Mono.zip netdocs.tree
 netdocs.zip Novell.tree Novell.zip

This doesn't give the documentation, but at least allows the build to
continue...
