The FolderBrowserDialog appears behind the form instead of in front of it as
expected.

This happens in some situations, one of the is the test case situation.

The FolderBrowserDialog appears behind the form

Expected Results:  
The FolderBrowserDialog appears in front the form

The test case launch a form1, this form on load launch another form (form2) in
which one there are a button to launch the FolderBrowserDialog
