Mono Debugger SVN HEAD on Mono 2.0 on a vanilla 2.6.28 kernel appears to work
just fine now, so Mono 2.2 does not appear to be required to have a functional
debugger.

I am pulling the 2.6.27.y stable git tree at the moment, and we'll see what
happens after I have that pulled and the kernels I mentioned above built and
can then test them to see what happens.
