Well, I think the original app which demonstrated this bug was hitting the
issue because of #464201. Calls to BeginAccept were never completing thus
causing it to run out of handles as 1000 Sockets objects were in limbo.

As that bug is now fixed, it may not be worth trying to do anything with this
as it probably doesn't matter.
