Fixed the Overflow = Always issue in r122479.

* ToolStripSplitStackLayout.cs: Enable the overflow button if any
  of the buttons are set to Overflow = Always.
  [Fixes bug #463013]

The other issue is a problem with ToolStripContainer not resizing the ToolStrip
as it gets smaller.
