I just verfied that this happens when MonoAutoRestartMode is set to Time as
well. 

Without a working restart mode, and without a compacting garbage collector, our
mod-mono application would not survive a few days. Even with the trivial repro
below memory consumption keeps growing in the mono process after a few thousand
request and eventually the machine runs out of memory.

I'm raising the Importance level due to this.
