Steps to reproduce the problem:

1. Run the attached test case (splitter.py)
2. Use the mouse to drag the splitter as far down as possible

Actual Results:

See attached screenshot #1

The splitter stops when it is about 1/3 the way down the window.

Expected Results:

See attached screenshot #2 (taken in Windows Vista)

The splitter should be able to be dragged almost to the very bottom of the
window so that only the label4 label is showing in the bottom pane.

How often does this happen? 

Every time

Additional Information:

I think that it's probably related to Bug 469569; when dragging the splitter
down it seems to stop at about the same distance from the bottom as one would
expect it to stop from the top if one was dragging the splitter upward.
