Patch to allow mono to build on systems with glibc <= 2.3.3

The patch affects mono/mini.driver.c, config.h.in, and configure.in. The
library is admittedly old, but I have support constraints on projects for which
I'm evaluating Mono.

Since the both the LOC change and functionality change are minimal, I figured
I'd submit the patch.
