I fixed it so you won't get an error message and VS won't crash in r3743.

The remaining issue is that if this timeout is hit, the status bar can't be
cleared, so it will still say "Building Package" even after it's done.  VS can
be used normally.

I am so far stumped on how to fix this part.

Downgrading the severity since this no longer causes VS to crash.
