Test case

User-Agent:       Opera/9.80 (X11; Linux x86_64; U; en) Presto/2.2.15
Version/10.00

This bug can be observed on the xbuild version distributed with Mono 2.4.2.
Xbuild starts up and enters an infinite loop once it hits the "Target: Build"
stage.

This issue affects OpenTK (http://www.opentk.com) which ships a build project
named "Build".

Reproducible: Always

Steps to Reproduce:
1. Attempt to compile the attached solution with xbuild.

Actual Results:  
Compilation succeeds.

Expected Results:  
Infinite loop.
