OK, well, this is confusing because the default routing behavior routes
"http://localhost/Controller/Action" just as fine as
"http://localhost/controller/action".  So the implementation of routing
conforms to MS w/o any extra steps, but the implementation of other path
resolution (master page reference in this case) does not.
