Description of Problem:

MonoVS 0.3p1 (3426)

The General tab in hte Package Configuration module for MonoVS is not
scrollable.  As a result, you cannot access several of the feilds for
configuration.  The Dependancies tab is scrollable in comparison.

This did work previously in the last release where I had successfully built a
ASP.NET template app package, so this is a regression.
