This should be fixed as of r1815.

You will have to have a minimum of r1815 already installed, and any later
version should automatically upgrade it.

(Note this is all buildbot magic, you must get the builds from the buildbot. 
MSI's produced from building your own from SVN are all versioned 1.0.0 and will
not function properly with regards to upgrading.)
