The main mono dll generated by mingw cross build is "mono.dll", which mono.exe
and other depends on, rather than "libmono.dll". 

I noticed this when I was trying to rebuild mono with a higher MAX_HEAP_SECTS -
obviously I don't need nor want to rebuild the compilers, etc.

While checking this, it might be useful to make sure the three windows builds
(cygwin, mingw cross, vsnet) generates file list of the same names?
