I  novel policy was that if it was different from .NET behavior its a bug.
Or is the some explicit documentation that states that one must not change a
list while iterating over it?

This isn't a issue for the application I'm porting as I have changed it not to
do this (as I previously acknowledged its a horrible technique), but the
difference in behavior may break existing .NET applications when running them
unmodified on mono.
