Fixed in trunk, revision 131752 and in the 2.4 branch, revision 131753

Note that the real fix might be to modify {Inotify,FAM}Watcher code to not
ignore the filename filter in cases when the changed filesystem entry is a
directory. See notes in the revisions mentioned above.
