error (a VS solution)

Please see the screenshot and/or the example application attached: the Mono's
TableLayoutPanel arranges controls in a different way than Microsoft's
implementation does.

Steps to Reproduce:
1. Download the attached application - the buttons should be organized as in a
QWERTY keyboard

Actual Results:  
the buttons are organized in a strange order

Expected Results:  
the buttons should be organized as in keyboard
