I apologize for not saying this in my initial bug report, but we are in
somewhat of a time crunch, so it is a little difficult to set aside the time to
give you all the details.

I ran a very similar test to yours, repeatedly creating TcpClient connections
in a command-line app, and was not able to reproduce the failure.  It was
originally within the context of an apache/mod_mono session that the error was
manifested, so perhaps that is the crucial distinction.  We have verified that
the problem occurs within both 2.0 mod_mono and xsp, but apparently not when
invoking a command-line app.  Perhaps this could be a sandbox issue?

I will try to isolate the problem to as narrow a codeset as I can, so that I
can provide example code that actually breaks.
