Repro -- WebBrowserAH2b.cs etc

When the WebBrowser control has focus, keypresses intended for another control
on the form don't arrive.  For instance, one can't navigate a MenuStrip nor
click sibling buttons with mnemonics set when focus is on the WebBrowser.


Repro attached, an updated version of the app from bug 428172.
1. Compile as
  gmcs /pkg:dotnet WebBrowserAH2.cs WebBrowserUtils.cs Utils.cs
2. Run with a (arbitrary) command-line option passed..
  mono --debug WebBrowserAH2.exe blehhhh
See extra buttons in a panel at the bottom.
3. With focus on one of the buttons, see shortcut keys work, Alt+1 to click one
of the buttons, Alt+F for the menu, Ctrl+O for File->OpenURL, etc.
4. Now click in the WebBrowser.  With focus there now try the same keypresses. 
Note no effect!
