Can you explain what you mean by:

"BTW In testing I noticed that ParseExactDatesOnly and ParseExactYearFormat
fail
on MSFT (run-test-ondotnet)."

That means that the tests provided do not work on .NET, and we would then be
introducing an explicit incompatibility.  Can you please expand?
