This is fixed in rev 112580.

Observe that depending on the culture, you can automatically get the 24 hours
format if you use the "Time" format (which handles in a different way this
thing). To test that the fix is actually working, use CustomFormat using "hh"
instead of "HH" to display 12 hours format ;-).
