Jon is correct;   Also keep in mind that most Unix distributions will not use
ANSI as their encoding, but instead use UTF-8 Encoding so likely your software
will have interoperability problems in Unix if you do not switch to support
UTF-8 from the get go.

I am setting this bug to WONTFIX, considering that this is not going to be
changed in Mono.
