Surely the point of Mono is that I don't have to do anything special to get
this to work on Unix as it's a generic operation?

Also, this would mean I would have to re-write the code to run under Mono on
Windows, despite the expected native behaviour to be identical to MS.NET.

Also, UTF-8 isn't Ansi, so it isn't doing what the enum's name would suggest.
