Hola Miguel,

The reason why I fell that our set of locales is limited is because many
languages and locales are not supported as I explain the bug report (for
example Occitan).

I agree with your approach. Actually the number of locales supported by Mono
are less that Microsoft .Net framework (this is related to your a) option).

And to have a smarter fallback will be very good, on top of having more locales
supported.
