I think that the logic to decide whether shadow copying is enabled is still
wrong as we should be checking setup->shadow_copy_files (not null in 1.x,
"true"/"false" in 2.x) and then adding the list in
setup->shadow_copy_directories to the domain search path.

I'll try to come up with a test case for this and will create a new bug and
close this one when I get the test case.
