Thanks for the feedback Paolo. Can you tell us which cases should not check
mono_is_executing_managed please? Should these always chain if an existing
handler is available?

I'm not sure that signal chaining needs to be explicitly enabled: in general
libraries shouldn't steal signal handlers from embedding apps, so mono
transparently calling the pre-installed signal handlers where appropriate
should probably be the default behaviour. I can see that this change would need
to be messaged to existing people embedding mono, but I think chaining is
generally the right thing to do.
