Description of Problem:
The assembly mscorlib.dll was not found or could not be loaded if Mono was
installed into a a Chinese characterd Widows folder.

Steps to reproduce the problem:
1. I didn't install Mono by default, I install it into a Chinese characterd
folder
2. Add D:\Chinese characterd folder\mono\bin to the Windows Environment
variable.
3. run my console app, mono.exe myapp.exe
4. I received the error "The assembly mscorlib.dll was not found or could not
be loaded, it should have been installed in the xxx directory".
5. If I reinstall mono to a non-Chinese characterd folder, the problem is
solved.

Actual Results:
I have the mscorlib.dll installed there but mono can't find it.

Expected Results:
I expected that if mono will support East Aisa charactered fold in the future,
that will be very nice.

How often does this happen?
