I got exactly the same error while setting up apache 2 + mod-mono. But in my
case the mono-gmcs package was installed. After some investigation, i saw that
Debian (i'm using Debian 4) invented some screwy system of installing two
versions of the mono libraries side by side, providing a 'gmcs2' for .Net 2.x
programs. I created a symbolic link gmcs->gmcs2 and my apache2+mod_mono was
able to compile my simple 'hello world' aspx page.
