To show why "wont fixed"
Take the test case from this bug report (comment #1)
Compil and run it
A first Form (Form1) is displayed, so click on the button "form2", a "Form2" is
open by using the "show" method and not "showdialog".
First, try to click on the system cross at the up right corner of the form2, it
doesn't work and don't close the windows.
Now "uncheck" the checkbox "Topmost= true", try again to click on the system
cross, the windows is closed.

Second : open again the form2 by using the button, open, let's say firefox or
any other app you want, you will see "Form2" on top of form1 and other app you
satrted, uncheck the checkbox again, try to put the app you satrted on top of
form2, it is okay, try to put form1 on top of form2, itsn't okay
