Description of Problem:
On the windows build bot, the handleref.exe unit test is failing to run
with this message:

Testing handleref.exe... failed after 120 seconds timeout.


stderr for the unit test is:

** (handleref.exe:5460): WARNING **: unknown opcode storei8_membase_reg
