Marek, AFAIK this can only be tested using Cecil (which is what I use in my
test in gert/standalone/...).  Can we use Cecil in mcs/tests?

The AssemblyName returned by SR always has the PublicKey flag set, with or
without the fix. Note: this matches MS, so fixing AssemblyName is not an
option.
