test application

In the ItemCheck event, change of the ItemCheckEventArgs.NewValue
doesn't influence on the item checkstate.

In the enclosed program the user should not change the state of elements of the
list, but he can. Please compare with action under MS NET.
Tested on mono 2.0.1
