Steps to reproduce:
 - Moonlight r104213
 - http://silverlight.net/samples/1.0/Sprawl/default.html
 - play a game

Expected results:
 - game should play normally

Actual results:
 - after about the 4th turn, the computer player will start moving to non-empty
spaces. It will then go back an forth between two spaces for the rest of the
game. With each move, the computer will get the points for that move. 


How often does this happen? Always
