App with main form, and a child form with a ContextMenuStrip on a TabControl. 
A right-click opens the context menu, but brings the _main_ form to the front
and _not_ the child form that was clicked.  This does not occur when there's no
context menu defined.  Occurs whatever window is originally at front -- main
form, child form, or other application window.


Repro on bug 394344, again compile with /d:MENU_ON_TABS
