The attached patch makes QueueUserAPC signal-safe. On my machine, it allows
tests/exit-stress.cs to run far more times without crashing/hanging than
without
the patch. Also, in contrary to the various proposals to fix the abort/polling
mess, this patch can make it into 2.0.
